PCV Guts Missing!?

What gives - was trying to locate a 2000 rpm hesitation and ran accross this weird air adjustment external after-market modification...

I was plumbed in-line to the right-side of the intake breathers (from-to the manifold/crank breather...??? (right above the right (sitting in the car) valve-cover... It has the large plastic knob that you screw in and out to increase/decrease airflow...

Any way, upon closer inspection of the pcv valve 9or the hole where it should be) there's no guts inside the little hole...
