I have no idea how Florida or Texas works this. Each state is different in this regard. In California where I live, it's just a "Salvage Title" with no further information. The car may have never even been crashed, it could have been old and stopped running then sold to a dismantler and bought back from the dismantler. That "buy-back" becomes a "salvage" car. A car that get's impounded for parking tickets and later sold at auction also receives a salvage title. I think your bigger concern is making sure the car is safe to drive, even if it's a non-licensed track car.
I don't remember the fascia price. One control arm was about $1200 while the other was about $300, both included the ball joints and bushings. There are a few aftermarket companies selling custom body kits. Check into those. You might be able to get a new skin for less money.
