Timing difference from Spica to Webers??

Greetings,

My brother just put a 1750 engine in his '67 Super. I went over and tried to help him start it with no luck. I remember when I did the Spica to Weber conversion I had to play with the timing to get it going good. Is that true or am I just forgetting how the conversion went?? It was 15 years ago.

If it is true where do we time it to static and dynamic?
