I could use another opinion before I give up.

Hello once again.
Things are beginning to move back to some sort of normacy after the snowstorm, then a massive & damaging windstorm. I finally got around to checking out the Alfa "no-crank" problem.
I put a VOM on the leads to the spark coil. There is no votage until the ignition switch is turned. However, the voltage is VERY low, despite a fully charged battery or even a jump from another car.
I have read in some of the posts that some people find that when the fuel pump is on it's way out, it tends to suck a lot of voltage. However, the voltage I see at the coil is, at best, 2 volts! It fluctuates a little up and down until it finally hits a fraction of a volt. This occurs while trying to crank, all in the space of 15 seconds or less.
I have some sort of Bosh electronic ignition thing. Looks like the PO gutted the points. The ignition is really simple, consiting of a relay, a solid-state module with leads to the distributer, and "elecrodes" in place of the points. I don't suspect the Bosh ignition stuff so much, since I am not getting much votage to the coil, prior to the igintion parts.
Anyway, does anyone have any pointers on either the fuel pump (which doesn't sound bad and seems to pump a heathly stream of fuel) or the igintion switch? I'm wondering if something is just not switching to send the voltage to the coil.
I would be grateful for any help. If I can't figure it out...I'm giving up and sending the Alfa to the shop. I just KNOW this is a simple fix, but I'm still not seeing the underlying issue.
