Even with some of the body issues disclosed, that car looks like an unmolested example, and certainly worth restoring. These cars are not cheap to restore (and no classic car is), but with excellent planning and patience, it can be done well. It very much looks like an excellent candidate for restoration. If you are serious about this, you should first consider having someone inspect it for you, in order to truly determine what you would be willing to spend. It's hard to determine value without a complete description, and for that you would have to speak with the seller. If it in fact runs and what the seller says is correct, I would guess that he would probably be asking no less than somewhere in the teens - probably upper teens. (As with every auction, I'm also sure he's hoping for a bit more.) That is just a guess however.
Best regards,
