Solex 35 APAIG questions

I have just rebuilt my Solex to source the vapor lock I have been constantly experiencing the past two years. Two possible causes:
1. Center emulsion tube was loose and easily removed. What glue should I use. Is Permatex gasket cement gas-resistant ?
2. The four bolts locking in the thick heat gasket and lower portion were slightly loose.
3. Possibly running rich because float not set at right level. What is the proper hex cut off valve (in the float bowl lid) to use for street use. I have three all different sizes.
4. In the rear above the round weight is a piston in a round oil cylinder. This should raise up when the lower butterfly valve is activated. The throttle control rod which opens the secondary has no effect on this weight when opened to full throttle. It just sits there and the lower butterfly does not open. What am I missing or did I reassemble something wrong? ? Should there be a spring attached between the weight and the outward facing lever attached to the left body throttle ?
Further note: the electric fuel pump works great, the thick heat gasket is fine and the hole below the intake manifold is open, but the car still gets vapor lock after engine is heated up following a strong run. Am I missing something else?

1-No, JB Weld epoxy and thats not a correct repair. Try swaging the metal surrounding the hole with a flat punch to tighten it up.
3- Dosn`t matter, set float level correctly
4- No manual huh? The linkage should open the secondary. The "dash pot" dampens movement to my reccollection, but I can check the factory manuals if you need tomorrow.

Richard: thanks for the reply.
1. Am going to use JBWeld, but swaging the center tube with a punch sounds drastic to me as the cast iron could break or crack.
2. Shop manual says nothing about float level but Glenn's does- it is set by the number of washers placed between the valve and lid. But how does one know how many to use ?
3. Again according to Glenn's, as I surmised, it is vacuum which opens up the third (lower) butterfly whichis in turn held in check by the piston.
By the way do you have a window winder handle w/round castellated fitting ?
