This reply isn't going to be very satisfying, because despite doing some research, I haven't found your solution. But here's what I know:
Back in the mid 1990's when I restored my Giulia, I bought new replacement nylon wheels. My memory is that I got them from Centerline - certainly from one of the US suppliers, because back in those pre-Internet days, I was only buying parts domesticly. However, a quick look at the Centerline and IAP catalogs did not turn up the nylon wheels - you could do worse than calling those companies and asking if they still (or ever did!) carry them.
I also did a quick search of the British and German parts suppliers, but again came up empty. If all else fails, AFRA in Milan would be a likely source, though they are a bit difficult to deal with for so small an order.
You did not specify if the nylon wheel is your only problem, or if the shaft it mounts to is also bad. You wrote "...anyone know of what can be bought to be welded in as a replacement..." which sort of suggests that the shaft is bad too. On my Giulia, I welded standard metric bolts to the arms to form the axles. I started with a long bolt, and used a die to adjust the location of the threads so that the part the wheel rotates on is smooth/unthreaded, and there is just a short section of thread where the securing nut mounts (did that make sense?).
