I did as suggested and my tach still bounces untill it hits 4k. When I pulled the cable out it looked pretty good? Does this mean I need a new cable?

This is reasonably common with the older Alfa gauges. It might mean that the gauge, like a watch, needs disassembly and cleaning by Palo Alto Speedometer. Give them a call and get an opinion. OR, you could try replacing the cable. In my experience, when they jump around, and you check the cable sheath for kinks or binds, and clean and lubricate it, if it still jumps around, or worse, makes noises (!) it's the gauge itself.

Can you try to spin the tach with something external like a drill motor and see if it bounces without the cable? If no, maybe it is the sheath, not the cable, as suggested by Gordon.

Wouldn't do that. It's likely to damage the gauge as a drill has way too much torque and its speed is not easily controlled. Ask me how I know this.

I understand Don! I've a real nice 3/8 Milwaukee variable / reversing / hammer drill.
I have used it for such tests. v e r r y c a r e f u l l y.

Whew!
Ok I'd say to cut down on power/torque use a Dremel tool, but I don't think the tach would like the 20,000 rpm either. A Mazda tach maybe (there is a story).

I don't recall this much shrapnel. I was standing right next to it.
But it does appear to be a picture of the aforementioned Mazda mishap. Probably why I have no eyebrows now.

This ended up being the gauge, I took it apart and the disk inside was rubbing. I shimmed it out a little and all is good now. No gears inside the tach to strip with a drill, the speedo may be a diffrent story through. Thanks for the support!
