Didn't the Giulias 101 wheels have a button and a ring around the button on the hub, rather than the Giulietta-style horn rim? The button would be the horn, and the ring would be the lights? Working from memory, not pics here.

Alfa documentation shows that the lights flash the low beams. I posted to the other thread as well.
