ok i have two choices in turbos :
1: garrett t25 or
2: garrett t28?
can someone advise which one would be better suited for the 2.0 Nord motor????
keeping in mind im looking for boost to come on lower down the rev range.

if you are after a smaller turbo go to wreckers or look on e bay for t25`s from silvia`s or 300xz`s but they are t2 flange i think. or mabye even a rb20 turbo i think there t3.
my self im just going to look for a decent rb25 turbo as its t3.

T2, T25, T28, T3.....
If it were my engine, I'd do what I could to find a turbo from a 2nd type of S14 Silvia/200SX or from an S15 Silvia/200SX. They are very similar if not the same as the Garrett GT28R 320hp ball bearing turbo.
Modern wheel design, everyone has heard all about the magic of ball bearing turbos, but to me 1 key feature is the modest oil feed requirements of BB turbo's. That means less pressure drop in your oil system and (probably not an issue) easier oil drain.
The RB20/25 turbo's aren't really a 'T3', they are a Hitachi turbo that happens to have a T3 style flange pattern. Good turbos, but getting a good 1 would be easier said than done. Much better to stick with a Garrett turbo than the Ceramic wheeled Nissan/Hitachi turbos.
If you did find a good R32 RB20 (not the R31 type), then that should be plenty fun . I'd still rather see a S15 type on there.
I also wouldn't waste my time with the RNN14 Pulsar GTiR turbos. People seem to think they are much better than they really are. They are based on older wheel designs and use a plain bearing core. The end result was more lag and not really anymore outright power over the S15 turbo.
A single 300ZX turbo would be a poo choice. They are a smaller, poorer turbo than the R32 GTR turbos, even tho they were on an engine with 400cc more capacity. Don't bother, I wouldn't retro-fit a pair to a 3ltr V6 unless I got them for nothing. And even then I'd be looking for an upgrade.

yes 300xz turbos are small but they are cheap and smaller so are ca18 ones.
yes a rb20 turbo would be awsome but im not sure how the stock motor would spool it up? can only try i guess.

It's obviously hard to give an exact answer, but after speeking with Bill at Adelaide Turbo Service many years ago, I found out that the RB25 turbine housing was very similar, if not the same (A?R ratio) as the GT28r .64 A/R ratio, and the RB20 was a smaller ratio again.
So an RB20 turbo would/should have very decent response and power. The issue is getting a good 1.
The RB20 engine is 1 low RPM torque defficient device (it's only my opinion, but I attribute most of the wanting low RPM torque to overly large inlet ports), so the factory tried to hide behind a small A/R ratio turbine housing and a low diff ratio.

yea i think i will run witha t25 as the CR is standard and im not looking for amazing HP numbers. also looking for low down grunt so i think the small turbo will be my best option.

update:
this is the mock up of the manifold and t25 turbo.
the flange is cut but still needs machining to bore out the holes, and the manifold still needs 1" taken out of it and more of an angle cut to match the head angle then all welded together.
i will also need to get a T4 to T3 flange adapter as the t25 is diffrent falnge to the T3/T4 turbo.
one problem i will have (see one of pics) is that the outlet of the turbo(to inlet of motor) will be very close to the heat of the manifold, is there anyway to make the housing spin around?? i have looked at this but if the housing is spun around the bolts to attach the wastegate will be out of line and the waste gate wont go back on what can i do??
here are some pics.
