hazards but no blinkers

Did a search, but no one describes how the finally fixed it.
Conditions;
All conditions- hazards work as they should
ignition on, no lights on- blinkers do not work at all
ignition on and parking or headlights on- blinkers work, but are steady ie no flash

I cleaned the fuse panel and replaced all fuses, and looked at the soldier inside the flasher relay on the fuse pannel. Is there a seperate flasher for the blinkers only?
BTW...I get no power to the turn signal switch when the lights are off.

someone has messed with the wireing. the turn signals should work with the key off just as the 4 way flashers do. they get the power from the same source.

Hazard and turn signals share the same relay.

Beyond that, I'm kinda clueless as to why you're experiencing what you are in the way it's doing it.

Got it!
Hot lead for switch was plugged into a terminal with no power. Thanks to Papajam's diagrams it was an easy fix!
