wire not connected

I am investigating not working running lights, low beams, and turn signals on my 83 spider, of 1 week. (First week spent getting engine to start, darn safety switch.)
Behind the fuse box there is a 2 wire (red) female connector that is hot all the time. Unfortunately the female end is not connected to anything. Fuses 9-14 do not have any power to them. I strongly believe this is my problem, but I am hesitant to just try pluging it in to random male connectors on the fuse box. The two wires comming from it connect to : Road hazard and direction indicators intermittence (N13), and to a 4 wire plug at the bottom of the fuse box. The other three wires in this plug are SN, RN, BLN. This plug is the third one in from the driver side door and the plastic part is black. I am having trouble making sense of the wiring diagrams I have; may not have found the corrrect one yet. Any suggestions ya'll might have would certainlly shine some light on the subject. (pun intended)

Welcome to Alfa ownership and to the AlfaBB, Brad!! Nothing like an electrical issue to start things off, eh?
The '85 diagram I'm looking at (don't have an '83), shows fuses 9 thru 14 protect the outside lighting circuits. They will (should) be powered only when the parking/headlights are on.
If the wires in the two wire connector are a 14ga red and a 16ga blue/black stripe, it would appear that the connector plugs onto the '+' and 'P' terminals of the N13 intermittance relay, unless I misunderstood your description.

Thanks for the reply,

The wire I am looking at comes from the '+' terminal of N13 to the connection in question. Both wires appear to be 14g solid red wires.

Yep. I misunderstood. I'll have another look at the diagram. There's always the possibility though that the two wire connector may not go anywhere and may be for something for a non-US market car.
