I charged up the battery prior to trying to start it. The charger says it is fully charged. The positive and negative cable connections have been cleaned but are in pretty rough shape.

If you have a voltmeter, connect it to the battery and check the voltage. It should be 12+ volts. If it isn't, then the battery (or the charger) need attention or replacing. If battery voltage is OK, read the voltage when turning the key to start. If the voltage drops to 10 or below, either the battery cable ends are dirty/corroded or the battery is NG. If the voltage is 10 or more volts, connect the positive lead of the voltmeter to the battery cable at the starter. Check the voltage while trying to start. If the voltage is more than 1/4 volt lower than the previous test, there's excessive resistance in the positive cable to the starter (corrosion/loose connection). If the voltage is OK, connect the positive lead of the volmeter to battery positive and the negative lead to the engine. The voltage should be the same as in the first test. If not, the negative battery cable has excessive resistance. If all the voltages are OK, I'd take JoeCabs suggestion; the rebuilt starter is NG.

Papajam,

Thanks for the detailed response. I just saw it. It turns out that the problem was a weak battery. Even though the charger indicated it was fully charged, it wasn't producing enough juice to fully engage the starter. I switched it for a good battery and it starts up like a champ now.
