+1 on the 303 products. 3M and Meguiar's are both pretty good too.

+2 on the 303 Aerospace Protectant. It's amazing stuff. Perfect for the interior too.

vinyl cleaner

I have had great success using "Scrubbing Bubbles" bathroom cleaner first, then followed up with a good brand protectant. I know it may sound a little strange, but the crap does really clean well.

This isn't pretty, but laquer thinner will clean really bad vinyl very well. You need to work fast and then put one of the above products on generously and aggressively!
