That 180 thermostat should be good. Is that 200F reading just at idle or on the road? Is the fan shroud missing from the radiator?
However, there's still the issue with the pump gap.
Check the extension of the T/A with the engine at 175F and make sure it's at least 27mm. It's probable that the T/A that's in there now is a 29mm extension (late model). If it extends 29mm, that's ok, just put 2mm worth of washers under the base of the T/A where it plugs into the injection pump body. Adjust the screw in the pump body to hold .019" with the long rod DISconnected. The larger pump gap at hot idle is why it's idling too fast and the mixture too rich.
