If it still isn't right, please do yourself a favor, and stop turning screws without knowing what you're doing. IMHO, absent luck, there are only 2 good options:
1. Take the car to a shop. If the carbs are in decent shape and don't need rebuilding--in other words, if they can be adjusted at all--it should only take them about a half hour to synch the carbs and set the idle right. There's absolutely nothing wrong with having a shop deal with this, and it shouldn't cost you much because it's not a long or complicated job.
2. Do it yourself. But if you want to do it yourself, please understand that it probably doesn't matter how hard a look you take if you don't understand what you're looking at. Buy a synchrometer (standard flow, plus DCOE adapter). If you can't find one on eBay, these guys Weber | Carburetors| Carbs| Online Catalog or any other online Weber dealer will sell you one (I have no financial connection to any of them--WCD is just the guys I tend to buy from). Then read these straightforward instructions: Attachment 89285.
Either of those options will work. It's really a simple job than anyone can do with a $50 synchrometer, a screwdriver, and a simple set of instructions. But believe me, it's not really a job you can fake your way through with just a screwdriver and a long hard stare. I've tried it that way, and I now have a synchrometer and a set of instructions.

I haven't actually started the engine yet, I finally gave up after yesterday. I just drove into my driveway today, and thought, maybe I'll take a look, and voilą, grand canyon, between the screw and plate! I was still in my suit coat and tie. I'm thinking that I will take it to my local Alfa shop, but I do not want to spend several hundred dollars to have the carburetors synched. I think I will buy the sychrometer. Thanks again for the URL.

Well, guys, I finally got out there and started the car. I have to say it has never run better! Even if you put your foot down and released, it always accelerated perfectly and then settled back down to a nice 650 RPM idle. I want to thank all you guys for your advice, (even though none no one could guess bad carburetor balancing). I will go out and buy the synchrometer, (thanks Ed), and properly balance the car when the time comes.

Glad to hear that adjustment worked; go buy that lottery ticket now. But I'm not sure I understand your point about no one guessing; 'balancing' and 'synchronizing' are the same thing.

Alrighty, the carbs are all fixed, now can anyone tell me how to keep the GD throttle cable in its little guide?

Sorry, Chris, I can't be any help with the cable or linkage issues. Webers I know something about; Alfa linkages, not so much.
But it's great that you got the carbs straightened out. I assume this basically took care of your original problem (?).

Never mind that fix. The problem still persisted, but I never got to drive the car, so I ignored it. Now today at Home Depot, I bought a 4lb extension spring to pull on the carb bellcrank, that worked well as a temporary fix.
