weber/dellorto floats

hey guys and gals, what use is the bottom setting on the floats?
If the top setting opens and closes the inlet valve, why is the full down setting important?
a standard setting figure is say 8 mm at light touch
and 15 mm at full hang
why is the hang number important?

Since the needle is tapered, the more the valve opens the more fuel flow into the carb; up to a certain point. If the float level/drop (or hang) differential is only, say, 3-4mm, the carbs would very quickly run out of fuel at full throttle. Too much float drop could allow the needle to fall out of the valve resulting in....mmmmm a rich mixture of undesirable proportions.

Well, since no one was born knowing everything, I say there's no stupid questions.
The needle is held in place by both the design of the seat and the float. I'll try to dig one out and post a pic.
