CO reading

I have a basic CO tester which I use to set emissions for the UK mot test. My car is a 2000 spider with DHLA40 H carbs for which the handbook gives an idle CO level of 4.5. Should this level be maintained through the progression phase untill the main circuit starts or is there an acceptable range which would help the engine response?
Just wondering if anyone has any thoughts on this or has any rolling road data on what worked best for them.
