Gee, I don't think so. The 2012 edition of the "Sports Car Market" price guide shows a range of $3,000 - $4,500 for Alfetta sedans. Add a few bucks for apparent great condition, rarity of square headlight European model, and Canadian $ --> US $ exchange rate and ... we're still a long way away from $20,000.
The ad is pretty thin on information! Am I missing what model this car is?

That car looks familiar. Has it been on ebay recently?
It looks very nice indeed and might command a good price, but a good price for an Alfetta. I love the Alfetta but none of them are $20k cars unless you have a brand new one in a barn somewhere or it has some unbelievable provenance.
83 model makes it over 25 years old so OK for US.
I just looked at the other ad... holy cow. Those belong on the injured Alfa page.

If it is an 83, it can be the rare-ish CEM Alfetta. I recall it was a limited Euro production. Some odd anecdote too about the cars being distributed to taxi services in Genoa for road testing the models which could be set to run on as many cylinders as you wanted to dial up. That was a long time ago and I could be wrong. Email Alfa, they'll tell you production #'s, etc. As far as price, there are several hundred thousand Alfettas out there considering their production run (Maybe 10 years). Maybe this was the least produced.

Some diligent Alfisti created a Wikipedia page at: Alfa Romeo Alfetta - Wikipedia, the free encyclopedia. This contains the table below that gives the production numbers for various Alfetta models.
The Craigslist ad makes no mention of what model this car is. According to the table, only 991 of the CEM version were produced, so if this car is a CEM it would be fairly rare. However, other Alfetta models built in 1983, like the Quadrifoglio Oro and Turbodiesel, were built in significant numbers.
Version Years Produced
Alfetta 1972-74 104,454
Alfetta (RHD) 1972-78 2,011
Alfetta 1.8 1975-83 67,738
Alfetta 1.6 1975-83 77,103
Alfetta 2000 1976-77 34,733
Alfetta 2000 (RHD) 1977 1,450
Alfetta 2000 L 1978-80 60,097
Alfetta 2.0 1981-84 48,750
Alfetta 2000 LI America 1978-81 1,000
Alfetta 2000 Turbodiesel 1979-84 23,530
Alfetta Quadrifoglio Oro 1982-84 19,340
Alfetta CEM 1983 991
Alfetta 2.4 Turbo Diesel 1983-84 7,220
Total 448,417
