Since this thread has come back to life I'll take the opportunity to update my post from May '08.
I took the valve back off and straightened the kink I had put in the lever when trying to enlarge the eyelet. I also filed the step area of the slot just a little, as karmat recommended, and greased it. After that it moved to the full stop position easily.
It has been through two summers and one winter and is working perfectly.
