is rust free possible?

i have been looking for a good gtv6 now for 3 months. it seems every car i look at looks great from above but as soon as it's put on the lift, rust rears it's ugly head in the wheel wells or at the bottom of either door. are there no rust free cars on the east coast?

i keep hearing stories about this so-called "rust free california car"- what does that mean? no surface rust or does that really mean no rust anywhere? i'm curious because it seems there just aren't any on rust-free examples on the east coast.
