What is this for?

There is a pull cable on the right side of my console.
It attaches to a mechanism at the base of the Spica pump.
What is it for, and how do I use it?

Any help would be appreciated.
I can send pictures if it will help (too big to post).

These cables were installed to "unfreeze" the Spica injection pump during very cold weather, due to our cold Canadian winters. Many 70's Alfa's were driven though the winter months when they were newer. Im not sure if this mechanism helped any, because I never had one on my Spica Alfas. I do have one as a souvenier though!
