If the car has been out of the DMVs system for more than 7 years it would have been purged, so there shouldn't be any back fees. If there were any parking tickets or inquireies then the car may still be active in the DMV files and have back fees. It might be a good thing for the owner to go to the DMV and ask if there are any fees owing.

I'd buy it if I didn't have the GTV6 in pieces.
