Emissions Exemption for Collectors Cars Signed
Great news for those who have been waiting for years for the exepmtion to come through. The EPA signed it on the 13th. It is expected to take effect in March. I am going to miss the 3 trips between AZ Twin Cam & the testing station each July. I guess I will have to drive up south mountain instead.

How do they define "collector car"? Was this a nation wide thing, or just Arizona?

One of the CA escapees was the Oregon DMV employee who told me last month that if I got special historic plates for my Fiat spider I no longer would get a state notice every 2 years to go to EPA smog, but "I would of course still have to remember to do the test voluntarily". I got no accurate info, then he continued to rail against Oregons poor teacher to pupil ratio and other deficiencies compared to his native CA. I did offer him a free bus ticket back home on my dime. Hopefully AZ natives would show him the door as well, but welcome those CA alfisi who certainly are not representative of CA stereotypes this guy fit to a T.

This has been a long time coming. The Governor signed the legislation several years ago (during a stop on the annual British European Auto Tour), but it has taken this long for the EPA and all the powers that be to approve. Note that AZ has actually been tougher on collector cars than even California since we have not had a rolling exemption on emissions tests. Until this goes into effect, any car newer than 1967 had to be tested, period.
BTW, you would miss the trip from Twin Cam anyway since Bruce retired and closed up shop.

Richard,
If you pick up those Oregon DMV "special purpose" license plates not only do you NOT need to emissions test in the Portland Tri-county area. You never need pay the state DMV again to register. $25 and you’re done.
I have a 1989 115.42 and a 1982 116.69 this way. Restriction is mileage is not to exceed 3,500 per year.
Oregon Regulatory Statutes added this special purpose vehicle exemption to promote club cars use and classic car propagation.
