Physically, the pieces will fit but...
in addition to the hole needed in the long dash piece for the rear window defogger switch, the left dash piece on the 71 has five holes (the 69 has three) and the center triangular piece between the gauges has one hole for the single turn signal indicator (the 69 has two holes; one for each left and right indicator).
The defogger switch hole is easy. Just make a hole.
It's also easy to make two holes in the left side dash piece for the indicating lights but the problem is the hazard flasher switch. It's located above the hole where the brake failure warning light sits on the 69.
Currently at a loss as to solving the turn indicator.
