Removal is not too much of a problem... the aluminum trim (with the flaking black paint) is removed and the vinyl is lifted away from the deteriorated foam.
Vacuuming and scraping will reveal the steel support panel.

Now comes the difficult part - what do you replace it with?

A - Source a painted Giulietta dash and substitute that?

B - Buy a hard plastic substitute that's available?

C - Attempt to re-cover with foam and vinyl? Good luck with this.

Not much help but 'dems da choices!
