It's hard to see in the picture, but is it rust behind the paint? Hard to believe this would have happened unless the structure was severely weakened?
Whatever you do it will involve welding, and keep in mind this is obviously a highly stressed area. if it was me I think i would insert a new piece of steel with buttwelds and then overlap another for piece of mind. But find out why it happened first is a good plan before you decide on a fix
