This would apply to those who actually attend an event. But it says nothing of those who reside within earshot of a track. As an example, Lime Rock Park in Connecticut was asked by local residents to try to curb the noise on Sundays (there's a church across the street too). For what ever reason, the noise did not abate. The result? The residents passed an ordinance that bans events on Sundays!
I think one should try to be considerate of anothers privacy. Even to some extent, to those who move next to an airport and then b*tch about the noise. Everyone has to live somewhere and certainly not all are racing enthusiasts.
