Is this a requirement of the Chicago chapter? Reason I ask is that the AROC-USA Competition Code Section B, 1, 1.6 states "The positive battery cable should be taped or otherwise insulated to prevent short circuits". The operative word here being 'should' which to me means that it is not a requirement.
Although I understand the intent of the above statement in the Code, I believe it should worded something like 'the non-grounded battery terminal should (or perhaps must?) be insulated to prevent short circuits'. The use of the term 'non-grounded battery terminal' would then capture positive ground vehicles to the same standard as negative ground vehicles while the term battery 'terminal' identifies the non-grounded, non-insulated terminal on the battery (as opposed to an already insulated non-grounded battery 'cable').
