The #1 piece slides over the shaft of your antenna, with the curved side up, biting into the metal of your car on the back side. The reason that ti is curved is to allow you to tilt the antenna base, so that your antenna shaft will follow the slope of your fender (or be straight up, if you wish). The threaded section of piece #1 will then extend up above the fender enough for you to apply the hold-down nut and then put on the chrome trim piece. #2 is a trim piece that goes underneath your chrome trim piece, so that water does not get in.
