A Spica car shouldn't need any help from the hand throttle on a cold start if the TA is working properly. The TA should give you a fast cold idle speed by itself and like an automatic choke, go to a normal idle after warm up. A (maybe) better purpose of the hand throttle is if you are stopped (traffic or whatever) with a warm motor, engaging the throttle and engaging higher revs may prevent spark plug fouling instead of you continuioulsy blipping the gas (granted, the latter sounds much better). Just remember to push in the hand throttle when you resume your normal driving. The hand throttle is not meant to be used as a cruise control.
