the green wire is actually a wire within a wire. it has a copper core, then a layer of insulation and then another layer of copper wire completely surrounding it, then more insulation. I dont really know why they do this, the only thing i can think of is that it may help to reduce magnetic interference somehow. I had a similar problem with my car as well. i dont believe the white cap contains anything, its just a cover i think.
