Question 15" Hellebore wheel - unknown type

I've just purchased a Hellebore steering wheel which has been sitting unused on a shelf since 1966 or 1967, when it was purchased for a GTV, but never fitted.

It obviously resembles a GTA steering wheel but that's where my knowledge runs out, as I've not been able to find a picture of an identical wheel posted here on the BB. The dimensions and other details are:

Diameter: 15"
Horn button: 40mm
Holes in spokes: 9mm, 11mm, 13mm, 15mm
Female receiver for steering column: 20mm with 4.5mm key way
6 Allen screws around horn button, no retaining ring
Marked "Hellebore" on right hand spoke, and "91" on reverse of bottom spoke.

So, what do I have? I'm thinking this was just a dealer option designed to mimic the wheel fitted to the racers, but I could be wrong. Any ideas?
