I believe the reason for this is because no such diagram exists.
As more and more devices were added over the years, a single full diagram would become far too congested so in the mid 1980s, Alfa started to produce multi-page diagrams for one particular model. In the case of the US version 164, these multi-page diagrams comprise a fair portion of a 999 page electrical manual.
I do not know if anyone has produced a condensed version of just the 164 diagrams from the manual.
