It can be removed, using 2 sharp small srewdrivers, but its a pain in the a*s .On one of my calipers in trying to remove it I damaged so much the end of the circlip that could only be removed by drilling a small hole from the outside of the shaft in the level of the circlip and pushing the end of the circlip in with a very small rod.. If you remove them its wise to replace them with normal small internal circlips like this:

Under the circlip you will find a washer and a small rubber seal ring.It can leak there but if it leaks there then the internal seal on the pistons shaft is shot too.Most of the time it leaks here not breakfluid to the outside but water to the inside and rusts the calipers internal mechanism....
