I know all about shutter drag and pan method, but here is why I think there was some Pshop done as well. Also if this was shot with a slow shutter speed (1/30-1/80 depending on the lighting) The wheels wouldn't be as sharp as they are.
In the areas circled you will see a horizontal shadow behind the car and a white blur around his head. These are a give away that the motion blure filter has been use on the layer below.
What was done is this...
The image was put opened in photoshop, the a duplicat layer was make. The underlying layer had the motion blur filter added, the the top layer was deleted down the the image of the car.
I'm not trying to start a flame war or anything, but I do this for a living an can spot things like this. Alex if it ends up the shot had no photoshop work done to it then I'm wrong and can admit that.
