So in essence, there were factory springs that were shorter that should be completely legal. Also the euro bumpers which are lighter.....should be legal as well. I cannot help though on the polys.

Parts had to be factory options for cars sold in North America. (Or was that "U.S."?) I know some guys have tried to get around this rule with the Ford Mondeo/Contour, but it's a no-go.
That said, I would agree with upgrading your dampers as much as possible, and refreshing all of your bushings with OEM rubber, since stock category rules out poly. Not sure about springs wearing out and getting taller? Seems counterintuitive, but...
Anyway, if it's not too much rework, I'd do dampers and bushings and see where you are. After that, maybe new springs.
Also, I'm not sure if it would help this car, but your front swaybar is also open, is it not?
