Sometimes close enough but no cigar is what you get. However, it maybe possible to get rear cam one (1) cog closer to 69 so try to install new belt after you fix your tensioner issue and see if you can hit correct timing mark. Again I will say when cams jump timing usually goes advanced not retarded and that is what gives bad idle and BENDS valve if goes to far advanced.
If there is any doubt in your mind you can remove intake and rear valve cover and verify timing mark on cam pulley is correct.
