If you get a click at starter solenoid then I10 starter relay working. Sounds more like a bad starter but try 12v direct to pin 2 in round G151 connector or directly to spade connector on starter before you zero in on starter change.

You can also check big 12v cable from battery and to starter motor at G56 terminal behind cooling fan motor 40A fuse bar on front of false firewall.

You did say you verified engine ground strap good at tranny and chassis point didn't you? And battery ground cable at chassis in trunk?

Nope, bad starter. I'm getting 12 volts at the starter from the battey cable as well as the relay wire with the key in start position.

So out it came. Removing the starter wasn't too bad. I ended up being able to access the upper starter bolt from the top using a hinged ratchet wrench (after a little persuasion) but I also needed to remove the manifold to get the starter out. I was hoping I had a spare but alas we are going to have to do this twice and remove the working starter from the parts car. Should be pretty good at by then.
