How to tell if you have more braking power in the rear?

I've been noticing a heavier amount of brake dust on my rear wheels. Also noticed it on a GTV at the track.

Could this mean more stopping power in the rear? How do you know when you have more stopping power in the rear? I've seen race cars equipped with brake adjuster knobs, which shut off front or rear brake power. What kind of advantages can you get out of this?
