There is a trubleshooting giude for the condition you describe in the engine maintenance manual. Most probable causes are poor or missing ground or faulty ECU.
You will find this in the Car Disc CD and also in the reprint of the Wokshop Manual.

It is published for the 1985 model year (50 state version), but the only difference to you is that this manual contains VVT, which you don't have Ignition computer is same.
