As I said, 3 hot laps and less cars would take care of that as well. Of course more "education" during driver's meeting would help, but I don't think you can penalize that at all. It's the end of the day after all.
I should enfasize (sp?) that the organizers do an outstanding job at positioning the cars according to their known lap times, but this invariably happens anyway.
